  A4e - Independent Living Services Division (ILS)
A4e - (ILS) is a high quality self-directed support service for all disability groups (physical impairment and/or sensory impairment, learning disabilities, users of mental health services parents of children and young people, older people and carers).

A4e offers a range of services shaped around what service users are asking for. It empowers individuals to make choices in the way their care and support is delivered. The service is free to people eligible to access the support service via the local authority support service contract.

A4e has developed an extensive list of services for people who wish to access services privately. This is particularly helpful for people who have an assessment resulting in an indicative budget and Support Plan who would not be eligible to access support via the contracted support service.

Services Provided:

Offers advice and support to people who receive Direct Payments, including:

• Personal Budget Support Service (Brokerage) - designed to help you put together your support package and purchase services from home care agencies, community facilities etc.

• Managed Accounts - helping individuals with money management, to manage their care budget. The service holds your Personal Budget securely and undertakes all financial transactions on your behalf as well as undertaking any necessary returns and monitoring required by your funding organisation.

• Personal Budget Support Service (Employment) - Help to recruit a Personal Assistant (PA) and employ a Personal Assistant (PA), this includes : help with writing and placing an advert, application sifting, invitation to interview, interviewing candidates, successful candidate letter, CRB support, contract of employment, ongoing employment support, disciplinary/grievance/dismissal advice and disciplinary/grievance/dismissal support

• Payroll Services - offers peace of mind by calculating all the tax and National Insurance which needs to be deducted from your employee's wages and ensures you meet all your legal obligations around paying workers. Service includes:
- Processing of wages at either 4 weekly or monthly frequencies
- Pay slips generated and issued to the employer
- Payroll timesheet deadlines and pay schedules
- Unlimited advice and support regarding payroll legislation
- Production and submission of P45 when notified of an employee leaving
- All statutory payment calculations
- Submission of all end-of-year documents to HMRC and supply of P60s

• PA training - delivering common induction standards as a 2 day interactive training workshop designed for Personal Assistants (PA) and carers

  All 4 One

All 4 One provides a full Support Planning service for anyone living in the North East of Sheffield. The service can help you to create and implement a Support Plan that is right for you, meets your needs and enables you to live the life you choose.

All 4 One caters for adults of all ages including: older people, people with learning disabilities, mental health issues, physical impairments, sensory impairments and substance misuse. This is a service for people who have had a Social Care Assessment and have an indicative budget.


Services Provided:

In preparing the support plan the Support Planner will:
• use your Social Care Assessment to identify your eligible needs
• listen to how you wish to live your life
• offer creative solutions to meet your needs
• prepare your plan to get it agreed
• help you put your plan into action
• ensure you stay in control
• reviewing Support Plans
• Provides Support Planning for Work Choice
• home visiting service - will travel to your home to Support Plan

In addition All 4 One provides:
• advice and information on Direct Payments
• recruiting Personal Assistants (PAs) - writing and placing an advert, application sifting, invitation to interview letters, interviewing candidates, successful candidate letter
• money management - can provide support for individuals to manage their Direct Payments, this includes advice on the different ways this can be done and by providing Managed Accounts for individuals

If you have already received a letter from Sheffield City Council regarding your social care Indicative Budget and have a copy of your assessment then All 4 One can arrange to visit you.

Help to Recruit and Employ a PA package, the service is tailored to individual needs, the maximum cost for the full package would be £250.

The first visit is free where they can get to know you and discuss the best ways in which they can help. Costs for Support Planning are charged at an hourly rate - £25 per hour work can be charged by the half hour if appropriate. You will not be expected to pay this from you own money - it will be included in your budget costs (this price has been provided by All 4 One, please check it yourself for accuracy).

Qualifications and Quality Standards:

All 4 One has been awarded Sheffield City Council's 'Recognised Provider' accreditation for its support planning service. All 4 One staff have completed Sheffield City Council's Support Planning training and have had 5+ plans signed off .

All 4 One ensures that their Support Planners are:
• Enhanced CRB (Criminal Record Bureau) checked
• fully trained in Support Planning and the Self Directed Support process
• always polite and courteous
• good at listening to you and understanding what you want

  Amys House Ltd
Amy's House is a charitable company limited by guarantee, governed by a voluntary board of directors. Amy's House's mission is to deliver joy to children with special needs and their families, whilst providing a safe environment - onsite, in the home, within the community and online - in which to learn and grow.

Amy's House caters for children aged 5-18 and provides Saturday and holiday sessions at Ballifield Primary School, Handsworth. Staff at Amy's House are experienced and have an empathetic approach. They work to reduce ignorance and prejudice faced by individuals with special needs through increasing awareness and understanding. The centre provides children with social interacton, care, education and exercise in a fun and stimulating environment, amongst a team of passionate and experienced carers who bring joy into their young lives.

Brokerage:

Amy’s House now offers a brokerage service to enable parents to choose how they organise their child’s care without having all the extra paper work.

Services provided:
• Amys's House will find you a qualified, CRB checked Personal Assistant (PA) to accompany your child to activities
• Provide support around employment law and arrange your Employment Liability Insurance
• Ensure your Personal Assistant has up-to-date safeguarding training and any other training relevant to your child’s needs
• Provide time sheets to record sessions and hours worked by Personal Assistant/s
• Payroll - Pay Personal Assistant monthly via bacs, pay HMRC the tax deducted and provide wage slips for your records
• Help setting up an additional bank account
• A familiar face - many of their personal assistants are already working with your child at Amy’s House, however if this is not the case, the service will arrange home visits to introduce them and allow time for your child to get to know their new PA and build a relationship
• Arrange bookings for the activities your child chooses to do e.g. swimming.
• Be available as a point of contact should you have any questions or concerns
• Can provide access to advice and information via their website

This support and all services will be covered in your costing’s for Direct Payments through the council so will be at no extra cost to you. All you need to do is inform the social worker responsible for your payments about the type of care you require and that Amy’s House will provide a brokerage service or if needed can manage your budget.   Care Preference Ltd
Care Preference Ltd is a domiciliary care company supporting people with physical impairments specialising in supporting clients living with neuromuscular conditions (including older people). Care Preference offers personal assistants that can provide support to help clients live independently.

SERVICES PROVIDED:
• personal care
• home care, including cooking, cleaning, gardening etc.
• medication support - staff are trained by certified health professionals to deliver medical support including the administering of medication, prompting, physiotherapy and hydrotherapy
• respite care - staff can provide both planned and emergency respite care to people in their own homes

All personal care assistants are recruited with a full UK driving license and are able to drive service users in their own vehicles as well as being trained to use ramps etc. and assisting clients with using public transport. Care Preference staff can also provide employment, professional or academic support including admin, filing, typing, scribing and telephone support, this service can be tailor made to fit the needs of the service user.

Having relevant experience in providing support to individuals with neuromuscular conditions Care Preference can offer an advocacy service to ensure users receive all the services they may require and inform and guide clients as their condition evolves.

In addition Care Preference have workers providing services around Direct Payments:

  Citizenship First - Support Planning and Brokerage Services
Citizenship First is a not-for-profit organisation that specialises in providing support to people with learning disabilities.

Services Provided:

The service has a dedicated team who offer support and advice and who will work with you to create a Support Plan showing how you intend to use your Individual Budget/Personal Budget. If required the team can also offer a Brokerage service which can assist you to find providers and the right people to support you and help you undertake activities.
• Specialism - learning disabilities

As support plan needs vary from person to person Citizenship First offers a menu type service where you can select the most appropriate planning service for you and achieve the best value for money.

Depending on your needs, your Support Planner can:
• help you to map out the services you require in order to meet your needs, to keep you safe and help you live a full, active and independent life
• work with you to create and write your Support Plan for submission to the local authority
• arrange meetings with service providers putting you in control of who you employ
• support you to recruit a Personal Assistant (PA), source any training required and set up a payroll service
• provide support for 12 weeks following the creation of your Support Plan
• attend a 12 week review with you to ensure the support plan you have created is working for you.

Prices:

Prices vary depending on the level and complexity of the Support Planning required, service prices start at £20 per hour. There are 4 levels of support, all Support Planning/Brokerage services are available on a menu basis and you can choose the elements you require from each level.

Level 1 (15 hour package) includes:
• mapping out your needs and identifying who can meet those needs
• developing a Support Plan for submission
• support to arrange and meet service providers
• support to attend service provider meetings
• support relating to services for 12 weeks after the initial Support Plan

Levels 2-4 include the above as well as support to advertise and recruit a PA up to the point of issuing a job offer letter. The higher price of these levels reflect the increased complexity of the Support Planning Brokerage service offered.

HFT is a national charity with a local focus supporting over 80 individuals with learning disabilities across the Sheffield area. HFT offers a Support Planning service to individuals with complex needs and people with an acquired brain injury (including people with learning disabilities, people with physical impairments and/or sensory impairments and older people).

HomeCareDirect (HCD) provides a national service which enables people who have Personal Budgets to be in control of their own support at home. The support complies with Care Quality Commission and National Essential Standards of Quality and Safety.

HCD caters for older people, children and young people, people with learning disabilities, people with mental health issues, people with physical impairments and/or sensory impairments. The service from HCD can include all specialist services to meet the needs of individual clients.

HCD was established in 2003 and recognises that people who use Personal Budgets/Direct Payments to choose and employ their own personal carers have the downside of being their legal employer with all the legislation and paperwork that comes with this responsibility. HCD remove this by allowing individuals or families to choose personal carers themselves then HCD employ's them on the individual's behalf.

HCD are passionate about enabling individuals to have control and the choice to find their ideal carer(s) and clients who use HCD are free to arrange their day to day support to suit their own needs and routines. Personal carers can be neighbours, friends, family members or someone found through their joint recruitment process. If training is required HCD will work with you to arrange tailored training for your personal carers that matches your specific needs.

HCD offers help and advice in setting up your package and a dedicated Care Support Officer as well as a 24/7 telephone service to support you in managing your support package.

My Choice Local is a not-for-profit organisation based in Sheffield, who offer a number of services to support people to make the most of their Personal Budget / Direct Payments. The service caters for people with physical impairments and/or sensory impairments, autism, learning disabilities, mental health issues, older people and people with dementia.

Payroll Service:

My Choice provides a payroll service to people with support needs who employ their own care staff or personal assistants (PA).

They will:
• Contact the Inland Revenue on your behalf
• Complete deduction sheets for tax, NI deductions, holiday pay and statutory sick pay if appropriate
• Provide payslips for employees
• Provide support with monitoring forms
• Provide support to set up a third-party bank account
• Produce a payslip having deducted the correct tax and national insurance, so that you can pay your carer(s) on a weekly, fortnightly or monthly basis, whichever you choose

They will also liaise with the Inland Revenue to:
• Register you as a new employer
• Help to employ a Personal Assistant (PA), this includes: a contract of employment, CRB support, ongoing employment advice, ongoing employment support, disciplinary/grievance/dismissal advice, disciplinary/grievance/dismissal support

Direct Payments (DP) offers you as much control as possible over your social care funding, DP regulations require you to have a separate bank account to receive your funds. There are two main reasons why you may want My Choice Local to manage this bank account for you:

• You may not feel capable of setting up and managing payments to PAs and other service providers

If My Choice Local open a third-party bank account for you, this is what they will do:-
• They will obtain signed consent from you
• They will open a Managed 3rd Party account in your name
• They will forward account details to the Local Authority. finance department so Direct Payments can be paid into it
• Once funds are in place, they will make payments for you

If you would like help to recruit and employ PA's Spectrum can provide you with a service to help. The service has a pool of Personal Assistants with a range of skills and availability. Personalisation Plus offers help and support to people who need assistance in managing a Personal Budget/Direct Payments (including older people, children and young people, people with learning disabilities, mental health issues and people with physical impairments and/or sensory impairments). Staff have experience in both adult and children's services, with expertise relating to learning disabilities, mental health, autistic spectrum and Aspergers Syndrome.

Personalisation Plus works across the whole of Sheffield and offers home visits, with brokers working evenings and weekends for customer convenience.

  Rowan Organisation, The

The Rowan Organisation is a charity that has over 30 years experience of working with people who are in receipt of Direct Payments and Self Directed Support including people with physical impairments and/or sensory impairments, learning disabilities, mental health issues, older
people and children. The charity is a User Led Organisation (ULO) with
over 75% of its Board of Management being service users. The Rowan
Organisation is on the Registered Provider List for Sheffield City Council.

The Rowan Organisation’s philosophy is to provide support to enable customers to manage their Personal Budgets and/or Direct Payments packages independently. However Rowan recognises that for various reasons this may be difficult for some people and therefore provides a Managed Account Service. The Rowan Organisation administers income
and expenditure whilst the customer remains in charge of the services
they receive and the way in which their services are delivered. Rowan holds separate bank accounts in the name of the Rowan Organisation for processing Personal Budgets/Direct Payments/Independent Living Funds.

Initial Consultation:
A free ½ hour consultation to establish what support is required. This can be by phone, at home or in conjunction with a practitioner if that is preferred. Free of charge

Support Planning and Brokerage Service:
The support planner will discuss the outcomes you wish to achieve. If barriers are identified the support planner will support you to look at how you can overcome them. They will provide a written support plan which will include:

Criminal Records Bureau (CRB) Vetting Service
The Rowan Organisation can carry out an enhanced CRB disclosure on PAs on behalf of the employer.
This Includes:
• Sending out CRB documentation for the potential PA to complete
• Sending out paperwork for the employer to verify the documentation sent in to support the CRB application
• Secure return through registered post of documentation sent in for verification process
• Countersigning the CRB application and forwarding to the CRB
• Suitable applicants will be admitted to our pool of vetted staff. Both the employer and potential PA will be notified
• The right of appeal is offered to any applicant who is not deemed to
be suitable
• Notifying you when a disclosure is due for renewal

Managed DP Account (third party account)
A Managed Account can be provided to administer the use of all funds available through Personal Budgets, Direct Payments, Personal Health Budget and any other funding sources available to you
Managed accounts will:

• Keep a full record of expenditure
• Provide statements of account

Payroll Services
The Rowan Organisation payroll service can provide weekly, fortnightly, four weekly or monthly support. To reduce the cost of the service we would recommend four weekly or calendar monthly pay periods.
Payroll Service will provide the following:
• HM Revenue & Customs (HMRC) registration as an employer
• Deal with all correspondence from HMRC including end of year on-line submissions
• Calculate all payments to employees as required
• Provide payslips
• Calculate HMRC payments
• Retain annual leave records for employees
Fully comprehensive charge covers all aspects of the payroll with no additional fees.

Payroll Audit Reports
If your budget holder requires you to produce Audit Reports and you are using Rowan's Payroll Service, these reports can be produced for you.

Recruitment Line:
If you wish to recruit PA’s independently without support from The Rowan Organisations local team, you can use our Recruitment Line; this is an online-based service.
The Recruitment Line will:
• Send an advert information form for you to complete and return
• Send information sheets on how to write job adverts, job descriptions and person specifications
• Place the advert on the Rowan Organisations website
• Provide instructions on how to place an advert on Employer Direct (JobCentre Plus) website or place the advert for you
• Receive completed application forms collate and forward for short listing
