  A4e - Independent Living Services Division (ILS)
A4e - (ILS) is a high quality self-directed support service for all disability groups (including people with physical impairments and/or sensory impairments, learning disabilities, people with mental health issues, parents of children and young people, older people and carers).

A4e offers a range of services shaped around what service users are asking for. It empowers individuals to make choices in the way their care and support is delivered. The service is free to people eligible to access the support service via the local authority support service contract.

A4e has developed an extensive list of services for people who wish to access services privately. This is particularly helpful for people who have an assessment resulting in an indicative budget and Support Plan who would not be eligible to access support via the contracted support service.

Services Provided:

Offers advice and support to people who receive Direct Payments, including:

• Personal Budget Support Service (Brokerage) - designed to help you put together your support package and purchase services from home care agencies, community facilities etc.

• Managed Accounts - helping individuals with money management, to manage their care budget. The service holds your Personal Budget securely and undertakes all financial transactions on your behalf as well as undertaking any necessary returns and monitoring required by your funding organisation.

• Personal Budget Support Service (Employment) - Help to recruit a Personal Assistant (PA) and employ a Personal Assistant (PA)

• Payroll Services - offers peace of mind by calculating all the tax and National Insurance which needs to be deducted from your employee's wages and ensures you meet all your legal obligations around paying workers. Service includes:
- Processing of wages at either 4 weekly or monthly frequencies
- Pay slips generated and issued to the employer
- Payroll timesheet deadlines and pay schedules
- Unlimited advice and support regarding payroll legislation
- Production and submission of P45 when notified of an employee leaving
- All statutory payment calculations
- Submission of all end-of-year documents to HMRC and supply of P60s

• PA training - delivering common induction standards as a 2 day interactive training workshop designed for Personal Assistants (PA) and carers

  Amys House Ltd
Amy's House is a charitable company limited by guarantee, governed by a voluntary board of directors. Amy's House's mission is to deliver joy to children with special needs and their families, whilst providing a safe environment - onsite, in the home, within the community and online - in which to learn and grow.

Amy's House caters for children aged 5-18 and provides Saturday and holiday sessions at Ballifield Primary School, Handsworth. Staff at Amy's House are experienced and have an empathetic approach. They work to reduce ignorance and prejudice faced by individuals with special needs through increasing awareness and understanding. The centre provides children with social interacton, care, education and exercise in a fun and stimulating environment, amongst a team of passionate and experienced carers who bring joy into their young lives.

Brokerage:

Amy’s House now offers a brokerage service to enable parents to choose how they organise their child’s care without having all the extra paper work.

Services provided:
• Amys's House will find you a qualified, CRB checked Personal Assistant (PA) to accompany your child to activities
• Provide support around employment law and arrange your Employment Liability Insurance
• Ensure your Personal Assistant has up-to-date safeguarding training and any other training relevant to your child’s needs
• Provide time sheets to record sessions and hours worked by Personal Assistant/s
• Payroll - Pay Personal Assistant monthly via bacs, pay HMRC the tax deducted and provide wage slips for your records
• Help setting up an additional bank account
• A familiar face - many of their personal assistants are already working with your child at Amy’s House, however if this is not the case, the service will arrange home visits to introduce them and allow time for your child to get to know their new PA and build a relationship
• Arrange bookings for the activities your child chooses to do e.g. swimming.
• Be available as a point of contact should you have any questions or concerns
• Can provide access to advice and information via their website

This support and all services will be covered in your costing’s for Direct Payments through the council so will be at no extra cost to you. All you need to do is inform the social worker responsible for your payments about the type of care you require and that Amy’s House will provide a brokerage service or if needed can manage your budget.   Care Preference Ltd
Care Preference Ltd is a domiciliary care company supporting people with physical impairments specialising in supporting clients living with neuromuscular conditions (including older people). Care Preference offers personal assistants that can provide support to help clients live independently.

Services Provided:
• personal care
• home care, including cooking, cleaning, gardening etc.
• medication support - staff are trained by certified health professionals to deliver medical support including the administering of medication, prompting, physiotherapy and hydrotherapy
• respite care - staff can provide both planned and emergency respite care to people in their own homes
• sitting service

All personal care assistants are recruited with a full UK driving license and are able to drive service users in their own vehicles as well as being trained to use ramps etc. and assisting clients with using public transport. Assistants can therefore provide support with getting out and about, hospital visits or appointments as well as offering social support allowing clients take part in social activities, cultural and learning opportunities and trips out.

Care Preference staff can also provide employment, professional or academic support including admin, filing, typing, scribing and telephone support, this service can be tailor made to fit the needs of the service user.

Having relevant experience in providing support to individuals with neuromuscular conditions Care Preference can offer an advocacy service to ensure users receive all the services they may require and inform and guide clients as their condition evolves.

In addition Care Preference have workers providing services around Direct Payments:
• advice and guidance to clients with regards to Direct Payments and inform users of the services they are entitled to and which funding avenues may be open to them

  Citizenship First - Support Planning and Brokerage Services
Citizenship First is a not-for-profit organisation that specialises in providing support to people with learning disabilities.

Services Provided:

The service has a dedicated team who offer support and advice and who will work with you to create a Support Plan showing how you intend to use your Individual Budget/Personal Budget. If required the team can also offer a Brokerage service which can assist you to find providers and the right people to support you and help you undertake activities.
• Specialism - learning disabilities

As support plan needs vary from person to person Citizenship First offers a menu type service where you can select the most appropriate planning service for you and achieve the best value for money.

Depending on your needs, your Support Planner can:
• help you to map out the services you require in order to meet your needs, to keep you safe and help you live a full, active and independent life
• work with you to create and write your Support Plan for submission to the local authority
• arrange meetings with service providers putting you in control of who you employ
• support you to recruit a Personal Assistant (PA), source any training required and set up a payroll service
• provide support for 12 weeks following the creation of your Support Plan
• attend a 12 week review with you to ensure the support plan you have created is working for you.

Prices:

Prices vary depending on the level and complexity of the Support Planning required, service prices start at £20 per hour. There are 4 levels of support, all Support Planning/Brokerage services are available on a menu basis and you can choose the elements you require from each level.

Level 1 (15 hour package) includes:
• mapping out your needs and identifying who can meet those needs
• developing a Support Plan for submission
• support to arrange and meet service providers
• support to attend service provider meetings
• support relating to services for 12 weeks after the initial Support Plan

Levels 2-4 include the above as well as support to advertise and recruit a PA up to the point of issuing a job offer letter. The higher price of these levels reflect the increased complexity of the Support Planning Brokerage service offered.

  HomeCareDirect Limited
HomeCareDirect (HCD) provides a national service which enables people who have Personal Budgets to be in control of their own support at home. The support complies with Care Quality Commission and National Essential Standards of Quality and Safety. HCD have Sheffield City Council's Recognised Provider List status for their home support service but not for their money management or support planning services.

HCD caters for older people, children and young people, people with learning disabilities, people with mental health issues, people with physical impairments and/or sensory impairments. The service from HCD can include all specialist services to meet the needs of individual clients.

HCD was established in 2003 and recognises that people who use Personal Budgets, Direct Payments and Personal Health Budgets to choose and employ their own personal carers have the downside of being their legal employer with all the legislation and paperwork that comes with this responsibility. HCD remove this by allowing individuals or families to choose personal carers themselves then HCD employ's them on the individual's behalf.

HCD are passionate about enabling individuals to have control and the choice to find their ideal carer(s) and clients who use HCD are free to arrange their day to day support to suit their own needs and routines. Personal carers can be neighbours, friends, family members or someone found through their joint recruitment process. If training is required HCD will work with you to arrange tailored training for your personal carers that matches your specific needs.

HCD offers help and advice in setting up your package and a dedicated Care Support Officer as well as a 24/7 telephone service to support you in managing your support package.

A purely indicative price range can be from £13.50 to £19 per hour, however, each support package is different and individually designed. I-decide is a social enterprise that provides personalised, community-inclusive support solutions for individuals with a support need including older people, people with physical and/or sensory impairment, people with learning disabilities and people with mental health issues.

As a wholly owned subsidiary of the charity Deafblind UK, which has been at the forefront of supporting people with a sight and hearing loss for more than 80 years, they offer specialist knowledge and an understanding of sensory impairments as well as disabilities across the spectrum. Launched in 2012, I-decide is part-funded by the Department of Health’s Innovation, Excellence and Strategic development fund 2012.

I-decide believes that truly personalised services, shaped and tailored to meet the needs, wishes and aspirations of the individual, can only occur when that person is at the centre of planning and designing their own support plan. It is essential to have lifestyle choices and aspirations and i-decide helps individuals to retain control and ownership of their support package. An expert Support Planning and Brokerage team provides advice and support at every stage of the process using all types of communication methods to meet the individual’s needs. Aims to educate customers to ensure the sustainability of Direct Payments and Individual Budgets for the long-term..

I-decide can collect your Direct Payment from your Local Authority and any assessed contribution of ILF funding and/or your own contribution. Can manage your funds and make payments to your Personal Assistant, care agency, HMRC and any other Direct Payment related invoices.

I-decide also provide you with real time access to your account online and provide income and expenditure statements and reconciliations on your behalf to HMRC.

  Lynx Care (UK) Ltd - Direct Payments
Lynx Care (UK) Ltd is a well established family run business providing services to people in receipt of an Individual Budget or Direct Payments who have a support need. This includes older people, people with learning disabilities, people with physical impairments and/or sensory impairments and people with dementia.

Support Planning and Brokerage Service:

• Lynx will identify with you what services you require
• source who can deliver them
• support plan within the Indicative Budget
• implement and arrange services as instructed
• monitor quality and prices of services
• support you to review your achievements and outcomes

Price: £20 per hour.

Money Management Service:

Lynx Care can manage your account on your behalf paying invoices for your care and dealing with all correspondence, you choose how much control you want over the process:
• Level 1 is for people who have simple care arrangement such as a single care provider or daycare - and also covers slightly more complicated budgets with up to 3 providers.
• Level 2 is for complex budgets, involving multiple components. This level contains everything in level 1, financial monitoring support and payroll services for up to 3 employees plus as many visits as are needed to ensure everything is running smoothly.

Prices:
• Level 1 costs £250 per year
• Level 2 costs £450 per year

  My Choice Local - Money Management Services
My Choice Local can help to manage a budget for anyone with a support need. This can be someone who uses My Choice Local services or employs another agency/PA for their needs, who does not want the responsibility of having to pay invoices and manage a Direct Payment. This service is available to anyone who receives Direct Payments or a personal Budgets including adults with physical impairment and/or sensory impairments, people with learning disabilities, older people and people with mental health problems.

My Choice Local can receive your Direct Payment on your behalf and be responsible for the administration of that money including audits to the Direct Payment Team who monitor how your Direct Payment is being spent. If, as part of your package of care/support with My Choice Local, you employ Personal Assistants (PA), the service can provide a payroll service to pay them on your behalf. This can take a lot of the worry away about becoming an employer. My Choice Local will issue your PA with contracts and timesheets, pay them monthly, issue pay slips and set your Personal Assistants up with HMRC. They will also helps you to put in place Employers Liability Insurance.

Prices
To set up a Managed Account costs - £250 (to receive and be responsible for your Direct Payment, pay all your invoices and do your quarterly monitoring audit with Sheffield City Council).
To put Personal Assistants onto a Payroll system will cost £150 per Personal Assistant (setting your Personal Assistants up with HMRC, issuing them with contracts and timesheet, paying them monthly, dealing with end of year tax returns and issuing P45 at the end of service with you should a PA leave your employ)

Other help – Case Management

My Choice Local can offer to manage teams of PAs on behalf of clients (this is irrespective of if they have support or services through them). My Choice Local charges a monthly fee and will take over the full management of teams of PAs. This is particularly useful when someone has to employ a large number of PAs. My Choice Local can deal with all recruitment, payroll, contracts, and staffing issues including disciplinary procedures. Can deal with rotas, training, covering annual leave etc. and much more. This is called Case Management. The Case Management Service costs £300 per month. (for this you will get a dedicated Managers time to oversee your team, including monthly visits to you to check how you are and keep you in control as the Employer).

Qualifications and Quality Standards:
All staff are DBS checked (Disclosure and Barring Service, formerly CRB), undertake mandatory training and have a thorough induction. All Pas provided through My PA – a bank of PAs, a sister company of My Choice Local are also DBS checked and trained.

  My PA Pool - My Choice Local
My PA Pool is a sister Company of My Choice Local. The soul aim of this Company is to source, manage and hold a pool of Personal Assistants PA) for people who may have a support need including people with learning disabilities, people with physical impairment and/or sensory impairments, people with mental health problems and older people..

My Choice Local understands that sometimes people want the control of having their own Personal Assistant but don’t want to have the responsibility recruiting, employing and dealing with payroll and timesheets. Sometimes people just need a PA for a short period of time but are not able to find one who is flexible enough to only work when needed. Many families, individuals in receipt of budgets and professionals in Sheffield have often said ‘we wish there was a pool or bank of PAs………well now there is!

My PA through My Choice Local has a bank of personal assistants on their books. Private Personal Assistants who are looking for additional hours, Support Workers who are employed by other Agencies who are looking for extra hours and even some of our own staff who want additional work are all in the pool of Personal Assistants. Even some people with great skills such as Sports Instructors or Teachers are signing up to be PAs.

How Does it Work?
- My PA Pool will put together a summary of what you are looking for, circulate it amongst PAs who are in the PA pool and build a list of who is interested for you and/or your family to choose from. My Choice Local will support people to interview potential temporary Personal Assistants to ensure the person stays in as much control as possible. Where there is not a temporary PA with the necessary skills or availability, My Choice Local will recruit on behalf of the person and then help them shortlist and interview.
- Once the person has selected their temporary PA/s, My Choice Local will set up a file for them and their PA, put the PA on the payroll system, issue them with temporary contracts and timesheets and get them started.

Individuals have used My PA Pool for all sorts of support! They have helped with a short break, with support in a person’s own home, staying with someone overnight, help with shopping and cleaning and much more! Individuals also use the pool to help them find permanent PAs. At any time during temporary support the individual wishes to employ their temporary PA on a permanent basis, My Support Local can support you to discuss this with your temporary PA. (Please remember that all services and increases are subject to the funds being available through a personal budget and agreement from the Local Authority through a Support Plan). The Personal Assistant stays supporting the person for as long as they need them too.

Prices:
• My PA costs on average £8 per hour for a PA, some are more per hour depending on the level of support required. My Choice Local charges from £3.50 per hour to cover all costs such as National Insurance and payroll costs for administering your Personal Assistant
• Overnight Personal Assistants through My PA costs from £45 per night for Sleep in Support or from £75 per night for waking night support
• There are also additional costs to be considered for set up. DBS checks (Disclosure and Barring Service, formerly CRB) cost £55 (this is a one off cost every 3 years). DBS checks will not apply if the PA you have chosen already has a DBS in place
• Employers Liability Insurance costs £67 for the basic package annually and must be in place. If you already have Employers Liability Insurance you will not need to set this up.

My PA is a sister company of My Choice Local. It is available to all and was established to promote choice, control and flexibility to people who need support and their carers’.   PAs R Us through Spectrum Social Care
Spectrum Social Care understands that employing and managing Personal Assistants (PAs) can be a daunting prospect for some people, but recognize that Personal Assistants often bring a lot of support and flexibility to individual’s lives. Spectrum provides support for older people, people with learning disabilities, physical impairment and/or sensory impairment, people on the autistic spectrum and people with mental health needs.

If you would like help to recruit and employ PA's Spectrum can provide you with a service to help. The service has a pool of Personal Assistants with a range of skills and availability. They can introduce you to a PA from their pool or they can recruit someone you have already chosen on your behalf.

You can choose to employ a PA from the pool and manage them yourself and undertake all of the paperwork such as time sheets and audits, or you can ask Spectrum to oversee every aspect of your PA’s employment.

Peach Wilkinson provides a service to people who receive an Indiviual Budget or Direct Payments for their support needs and who employ a Personal Assistant/s. Caters for disabled children, older people, people with mental health issues, physical impairment and/or sensory impairment, learning disabilities and people with substance or alcohol misuse problems.

Services Provided:

• basic payroll services - weekly or monthly (monthly is cheaper)
• full payroll service - BACS payments
• advice around tax

  Penderels Trust
Penderels Trust is an established provider of Direct Payments and Personal Budget advice with over 20 years experience of working with people with disabilities to enable them to live independently and be active in their local community. The Trust is a not-for-profit organisation.

The Trust provides support services locally in Sheffield and supports all disability groups including: physical impairments and/or sensory impairments, learning disabilities, disabled parents in a parenting role, older people, mental health service users, people living with HIV/Aids related illness, children and young people, carers, young carers and families.

Services Provided:

• Penderels Trust provides advice and information to Direct Payments holders covering choice of provision, costs, payroll, becoming an employer, legal working regulations, Employers Liability Insurance, employment law, risk assessment, job descriptions / person specification / terms and conditions
• Penderels Trust is a registered vetting agency for the Disclosure and Barring Service (formerly the Criminal Records Bureau)
• Direct Payment support services (e.g. recruiting and employing a Personal Assistant (PA), help with choosing and using a care agency)
• Help to recruit a Personal Assistant (PA) and help to employ a Personal assistant (PA). Penderels has experience of providing this service to parents of disabled children and young people in transition. Staff are DBS checked. Penderels Independent Living Advisers (ILAs) are expected to achieve NVQ level 2 in Advice and Guidance. Staff are available who are fluent in British Sign Language and Makaton and can help with some communication systems such as AAC, signing, PECS, Cueing, Communication Aids etc. Can offer communication in easy-read formats with picture-supported English, visual plan aids, colour combination choices etc. It can be supplied in CD Rom or tape form. Personalisation Plus offers help and support to people who need assistance in managing a Personal Budget/Direct Payments (including older people, children and young people, people with learning disabilities, mental health issues and people with physical impairments and/or sensory impairments). Staff have experience in both adult and children's services, with expertise relating to learning disabilities, mental health, autistic spectrum and Aspergers Syndrome.

Personalisation Plus works across the whole of Sheffield and offers home visits, with brokers working evenings and weekends for customer convenience.

Services Provided:

The agency offers an independent Support Planning and Brokerage service for people who want to be in control of their care. Personalisation Plus specialises in complex support planning for people on the autistic spectrum, aspergers and mental health using qualified social workers for comprehensive support planning and peer support planners for people who just need a little guidance.

The Rowan Organisation is a charity that has over 30 years experience of working with people who are in receipt of Direct Payments and Self Directed Support including people with physical impairments and/or sensory impairments, learning disabilities, mental health issues, older
people and children. The charity is a User Led Organisation (ULO) with
over 75% of its Board of Management being service users. The Rowan
Organisation has Sheffield City Council's Recognised Provider List status for all it's services except the support planning service.

The Rowan Organisation’s philosophy is to provide support to enable customers to manage their Personal Budgets and/or Direct Payments packages independently. However Rowan recognises that for various reasons this may be difficult for some people and therefore provides a Managed Account Service. The Rowan Organisation administers income
and expenditure whilst the customer remains in charge of the services
they receive and the way in which their services are delivered. Rowan holds separate bank accounts in the name of the Rowan Organisation for processing Personal Budgets/Direct Payments/Independent Living Funds.

Service Offered - Description of Services and costs:

Initial Consultation:
A free ½ hour consultation to establish what support is required. This can be by phone, at home or in conjunction with a practitioner if that is preferred.

Support Planning and Brokerage Service:
The support planner will discuss the outcomes you wish to achieve. If barriers are identified the support planner will support you to look at how you can overcome them. They will provide a written support plan which will include:
• Full costing within indicative budget
• Identification of the range of services available to meet outcomes

Disclosure & Barring (DBS) Vetting service (formally known as CRB):

The Rowan Organisation can carry out an enhanced DBS disclosure on PAs on behalf of the employer.
This Includes:
• Sending out DBS documentation for the potential PA to complete
• Sending out paperwork for the employer to verify the documentation sent in to support the DBS application
• Returning all verification documents directly to the applicant
• Countersigning the DBS application and forwarding to theDBS
• Suitable applicants will be admitted to our pool of vetted staff. Both the employer and potential PA will be notified
• The right of appeal is offered to any applicant who is not deemed to
be suitable
• Notifying you when a disclosure is due for renewal
Price: £63.20 per check inc VAT

Managed DP Account (third party account):

A Managed Account can be provided to administer the use of all funds available through Personal Budgets, Direct Payments, Personal Health Budget and any other funding sources available to you
Managed accounts will:
• Receive all invoices, receipts and payment requests
• Make all authorised payments from accounts
• Keep a full record of expenditure
• Provide statements of account
Price: One off set up cost of £19.74 inc VAT. £11.28 inc VAT per month or £22.56 if the package also includes ILF funding.

Pre-Paid Cards:

Pre-paid cards can be loaded with a specified level of funds and can be used as an alternative to cash or credit cards where there are chip and pin facilities. Only money that has been loaded onto the card can be spent. Service includes:
• Set up new cards (cards last for 3 years)
• Load cards with funds as directed
• Monitor expenditure and provide statements as required
Prices:
£12 per card, £1 per loading. No extra charge for statements if emailed

Payroll Services:

The Rowan Organisation payroll service can provide weekly, fortnightly, four weekly or monthly support. To reduce the cost of the service four weekly or calendar monthly pay periods are recommended.
Payroll Service will provide the following:
• HM Revenue & Customs (HMRC) registration as an employer
• Deal with all correspondence from HMRC including end of year on-line submissions
• Calculate all payments to employees as required
• Provide payslips
• Calculate HMRC payments
• Retain annual leave records for employees
Fully comprehensive charge covers all aspects of the payroll with no additional fees.
Price: £6 inc VAT per Pay Slip
If produce 5 or more Pay Slips per run are supplied there is a discounted price of £5.64 inc VAT per Pay Slip.

Payroll Audit Reports:

If your budget holder requires you to produce Audit Reports and you are using Rowan's Payroll Service, these reports can be produced for you.
Price: £2.40 per report inc VAT

Recruitment Line:

If you wish to recruit PA’s independently without support from The Rowan Organisations local team, you can use the Recruitment Line; this is an online-based service.
The Recruitment Line will:
• Send an advert information form for you to complete and return
• Send information sheets on how to write job adverts, job descriptions and person specifications
• Place the advert on the Rowan Organisations website

  Spectrum Social Care - Brokerage, Managed Accounts and Payroll Services
Spectrum Social Care provides Brokerage service to older people, people with learning disabilities, people with physical impairments and/or sensory impairments, people on the autistic spectrum, people with mental health issues and young people in transition.

Established in 2000, Spectrum have been providing personalised, quality services to a diverse client base for over a decade. They provide a wide range of services including; Outreach support, Respite & Short Breaks and Supported Living services (see separate entries), as well as Money Management Payroll and PAs R Us through Spectrum Social Care, a PA recruiting service; they endeavour to tailor all their services to meet each individuals needs.

Managed Accounts:

As a recognised Money Management provider Spectrum offer third party Managed Accounts for individuals who require that little extra support in managing their Personal Budget or Direct Payment. They will receive all monies from the care package both through direct payments as well as the Client’s contribution which are deposited into a designated Client Care Account. Spectrum will then organise all payments which have been agreed within their support plan and keep a record of these monies in order to ensure the client is not overspending on their predetermined budget. In addition they complete financial monitoring as requested by the funding stream and can provide their client with quarterly statements if requested.

All managed accounts are charged as an annual fee at the beginning of the year and incur a £30 set up fee when first established. Account pricing structures are as follows:
• Now Plan Account, £200 per annum, this covers the period of the now plan up to a full year.
• Basic, £300 per annum- This is for individuals who require support which includes up to 55 payments per year, this account has proven to be the most popular amongst the existing client base.
• Premium, £500 per annum – This is for individuals who require support to include regular payments throughout the year including up to 150 payments per annum.

Payroll Services:

To complement their managed account service Spectrum also provide a payroll service for clients who have a personal assistant (PA) or independent carer. Spectrum will pay the individual on your behalf making the necessary deductions of tax and national insurance, make BACS payments to employees, provide pay slips to employees, calculate accumulated holiday pay, complete year end payroll process and resolve employee pay queries.

The team will ensure that your transition into becoming an employer is simple and hassle free and can even assist you in setting up the required insurance to employ your PA. They can also assist you in the recruitment of staff and supply your staff with any relevant training.
